Default bugzilla asignees for frameworks

For the same purpose kdelibs-bugs at kde.org exists. There is people interested 
in kdelibs bugs and as it's obvious they don't want to do a poll method every 
day, they just want the nice email-push method to warn them when something new 
exists.

If you want to change the default assignee, that's fine, but then maybe add 
kdelibs-bugs at kde.org as Default CC List: ?
