OK, reexamining that review again... The "move the settings to kwin only" you can't really do anything about it from that review (nor you should IMO).

So please just revert the changes in kglobalsettings.cpp and it's good to go IMO (no need to change the behavior of KGlobalSettings itself). Makes it for an easy review after that IMO.
