KDE/4.11 branched what to do with kde-workspace?

OK.  Now I'm confused.

I thought you said in the 3 month release cycle discussion that every module 
would release every cycle (regardless of if it's 3 or 6 months or whatever)?  
Wouldn't there be a 4.12 for -workspace that would just happen to be absent 
any new features?
