I'd suggest to keep master as it is and develop PWv2 in a new branch.
Those who want to develop on or use it will hopefully find it and others can continue to use master as it is. (And where important bugfixes etc. for 4.12 can go)
Maybe have a git hook to limit write access to master to a fistful of developers to ensure nobody "accidentally" pushes features there instead into PWv2.
"Announcing" policy anywhere (mygreat.blog - yeah, dot.kde, k-c-d) but through controlling it by code will fail for sure. kde-workspace has far more and more "casual" commiters than kdelibs. One of us will stumble.
