Plans for SVN infrastructure shutdown

The minor change is a simple "svn switch --relocate" which will be
necessary to move from the username at svn.kde.org form to another form
which has not yet been decided. No other changes will occur -
translators will continue to use Subversion as mentioned in the wiki.

No problems are expected as a result of this.
