kde-workspace, kde-runtime and kde-baseapps dependency on kdelibs version

At the moment they say
set(KDE_MIN_VERSION "4.8.1")
set(KDE_MIN_VERSION "4.7.97")
set(KDE_MIN_VERSION "4.7.97")

Do we want to keep it this way or do we want to eventually raise it for them 
to depend on 4.9 or 4.8.80 or something like that?

Personally i think it's a good idea to keep it that way, but i'm not really 
doing much/any work in those modules.
