Backwards compatibility for shared desktop ontologies?

Since this came up in the context of KDE-PIM, does this mean whatever is being 
the problem here is being used by KDE-PIM as a private copy or is it anything 
that is part of the public API of KDE Platform?

Does this only affect build time or also runtime? I.e. is the problem only 
building old code with new tool chain or also running old builds on new 
libraries?
