No.
E.g. the samba ioslave uses libsmb.

I started this quite some time ago, and then left it when I didn't need it
anymore.
Then someone took it over and worked a bit on it.
The idea was that basically if you "mount" one ioslaves, and when this ioslave
gets a posix file request, it downloads the file via kio, and then properly
answers the file request (like open, read, write, etc.).
Don't know how much has changed since then.
