Move the wacom tablet kcm out of kdereview

If necessary, I won't stop anyone from it ;)
Nonetheless the changes are more or less only what several people mentioned in 
the last "review round". 

Still I'm fine with whatever is necessary to get it out of kdereview and 
somewhere into git :)
