Summary
-------

This patch adds the missing checks for xmllint. xmllint is a de facto dependency for kdelibs, a fresh rebuild fails without it (thanks to Sune Vuorela for catching it). It seems that the check was never added to KDELibs 4.x.

I apologize as I should have been submitted this patch before, but I'd like ask for an exception and have it in 4.7 (as it solve a FTBFS).
