Kephal status

Hi,
I would like to know the status of the kephal lib. It seems to be in a state 
where it cannot be used outside of the kde-workspace package. I have already 
provided some patches in bug #266685 
(https://bugs.kde.org/show_bug.cgi?id=266685) but those don't really fix the 
problem as they only make sure that some header files are installed. It seems 
that the lib is missing some part of the classes.
