I'm not sure where-else it would be used, so just add it locally for now and
we can see if any other uses come up.
We have an unofficial policy to try not use country flags as language
indicators where possible as that can get very political. Besides, our
current set of flags in kdebase-runtime is based on ISO Country Code, so we
would need a new coding system to refer to ones like Esperanto or the UN.
That's part of the reason I haven't yet done anything about a common flags
library yet.
Now, if there was a universal symbol/flag for each language would could do a
common set for them using the language code for lookup, but I know of no such
thing.
