Two solutions:

* to compile and run a single test, just cd into kdelibs/kio/tests; make 
jobtest ; ./jobtest

* to always compile all unit tests (recommended, but takes a bit more time 
during compilation)
pass -DKDE4_BUILD_TESTS=TRUE to cmake.
To run all these tests, "make test".
