Summary
-------

It can be useful if there is an option to make kde plugins static. The KDE4_ADD_PLUGIN macro doesn't have that option yet. This patch adds this option.

usage:
KDE4_ADD_PLUGIN(<target> [buildtype] [WITH_PREFIX] <src1> ...)
buildtype can be MODULE, STATIC, SHARED
