Should kde-qt go 4.7 now?

enough KDE devs are already using 4.7 that this is already happening, imo. i'm 
not sure it's so much an issue of getting testing as ensuring that code that 
requires 4.7 doesn't creep in due to such usage combined with ensuring there 
are features we need in 4.7 to justify the bump.
