That file actually has no concern with global shortcuts like those setup
for KWin or the plasma workspace. KStandardshortcuts are only used for
in-application keyboard shortcuts usually. The global shortcuts are
configurable and resettable to default in systemsettings.

The one to show the application menu is configurable by right-clicking
and choosing Application Launcher Settings. Its set to nothing by
default, so it seems your distro did patch it (or you've confgured it
already once). So that entry in the wiki is already wrong.
