removal of KWhatsThisManager?

a) there were suggestions for such a design about 5 years ago from some of the 
usability folk at the time (Jan and Ellen, iirc?); it involved having a 
"whatsthis" mode that would let you "scrub" the mouse around the interface 
with what's this popping up as you moved over highlighted widgets. never got 
implemented, not easily implementable either.

b) if we wish to discuss this aspect of WhatsThis (e.g. should we have it? how 
should we do it if we do?) it would be good if we could move it to a separate 
thread so we don't lose the purpose of this one :)
