Proposal: D-Bus service to watch user activity (for IM messaging away and so on)

Man, kdelibs is way too big to know it all. Very good to know. So there
is either no need for the new KDED module or one could think that the
work should only be done once and then send to KIdleTime via Dbus. But
now that I have KIdleTime that is less important for me. ;)
