Lubos answered that I think.  If it is for caching etc then somewhere between free and free plus cached memory.  if it is for some important then max is free plus cached plus available swap.

I hate to do a 'me too' but as the ksysguard guy I agree with everything lubos has said.  although hopefully i would have said it in a less inflamatory way :-)
