[RFC] ignore white space changes in commit mails

I believe commit-emails ignored most white-space changes back when we used 
CVS. The problem in SVN was that initially the SVN diff didn't have an option 
ignore white-space changes.

Does anyone know for sure? If this is the case, we can go back to the old CVS 
settings now.
