Rekonq default

i see no reason why rekonq (or any app) that's in the SC releases couldn't do 
additional interim releases as long as the version numbering is handled 
responsibly. rekonq devel uses git, so being able to branch during SC freezes 
shouldn't be a blocker either.

(that said, i think that there are bigger / more real issues to address first 
:)
