As someone who actually reads the Rekonq mailing list: The Rekonq devs don't 
even want to be bound to KDE SC's release cycle right now. For the time being 
they prefer Extragear.
After the upcoming 0.4 release, they'll ask for review to get into Extragear 
(currently Rekonq is in Playground).
