I am planning to add a parameter to kcm_keyboard so that when Configure selected in keyboard layout indicator context menu it would automatically go to Layouts tab instead of default Hardware tab when opening kcm. Also there was a question on how to pass parameters to kcm via .desktop file (http://lists.kde.org/?l=kde-devel&m=128506872310703&w=2) so looks like there's some demand for this feature.
