Policy on KDE3 bugs?

One thing I can advise from what I've seen is that you should always try to 
contact whom you consider the former maintainer of a piece of software that 
seems unmaintained. We (as in BugSquad) had angry developers coming to us 
after he closed bugs for products which haven't seen any releases in years.

So, just because development on something seems to have stalled, there are 
still people who might want to get back working on it.
