No, rather the other way round. As a sysadmin you can make 
something "unauthorized" in a config file, and you can prevent users 
from overriding that in their kdehome's config file, by using [$i].

You might want to read up on immutability 
(kdecore/doc/DESIGN.kconfig and especially README.kiosk) before 
replacing that system with something else ;)
