developers see it as drastic, so we break consistency to the user? that 
doesn't make any sense.

moreover, if we do need to somehow make it more obvious (and i've yet to see 
that's really needed, even) let's find a way to do so without reverting back 
to disconnected dialogs that lack context and give no visual hint that they 
are about the desktop shell vs the running application. (yes, window title is 
different; most users do not now how to accurately interpret that ime.)
