yes, that was the main bug here.

It depends. If it's something completely new, then yes.
But in this case there was a working solution in KDE3 (I can not comment for 
KDE 4 < 4.3), and in KDE4 it is broken (or lets say: unfinished and worse than 
what was available in KDE3)
