plugActionList not working before host GUI is setup

Hi,

it seems that plugActionList only works once the host app has setup its
GUI. I wonder wether

a) thats intentional
b) if it could be changed

In KDevelop there's a client that supplies a list of sessions as actions. This
client is loaded way before the mainwindow is initialized and plugs
these dynamic actions during its own initialization. Unfortunately this
doesn't seem to be remembered by xmlgui later on when the client is
added to the mainwindow. Hence I have to re-request the plugging after
adding the client, which is a crude workaround IMHO.

So is there a way of changing this behaviour?
