As a note aside, I don't believe the web page you posted is a WTF.
Imagine you have a File class and a method isFolder(). What would you answer
if the file/dir does not exist or you don't have permissions to access it?

true ? No, I am sure you wouldn't
false ? Well, is not actually false... You just can't determine it.

In other terms: you have no children, but someone asks you: "how is your
son's name?". Now, surprise me with your favourite dichotomy.
