Mailody/Akonadi uses KGlobal::locale()->formatByteSize( item.size() );
If that is what we are talking about, it does not make sense to me to put it in "File Management Settings". Mails ain't files, users won't find it there. For me it falls in the same category as choosing between a , or a . as decimal separator.
