[PATCH] Add option to use traditional binary units instead of kibibytes

The same // i18n: ... comment really ought to be repeated before each
I18N_NOOP, as in the current code. Such comments are extracted into PO
files, telling translators what they should know about the particular PO
message.

(Won't comment on the "political" side of the patch :)
