There was already an empty section on the commit policy's relation to the 
release lifecycle (1.7). I've added a mention of Mondays to it.

There are quite a few items missing from the guidelines when looking at recent 
discussions on the mailing lists, e.g. applying coding style for existing vs. 
new code, special areas like build system macros, Qt/git stuff etc.
