BIC change in KStatusNotifierItem API

This policy is still in place. It has already been in place long before 
development of KDE 4 has started. It has nothing to do with KDE 4.0. In 
fact, IIRC then during the first phase of the development of KDE 4.0 
the policy was not enforced because it didn't make any sense because 
every port to Qt 4 broke the ABI.
