Animated labels and progress bars in Oxygen considered harmful?

By the way I just noticed that the tooltip in system settings appears with 0 
seconds timeout. This looks... mmm... not very good, compared to all the other 
tooltips out there in KDE which have timeout != 0.

Do you know if this is intentional or simpy  a bug? :)
