Can you give some real use cases? I'm having a hard time of thinking
of a situation where an app would need to know if the actions on its
notification where actually displayed? I'm not saying there aren't
such cases, but in my experience the such actions are generally a
convenience, not a vital part of the application work flow. In such
cases, if the user chooses to use a system missing this feature, then
they shouldn't be too surprised when they don't get actions.
