Change release schedule 4.2 and schedule for 4.3

And if we follow your thought, then saying "now it's time to get things 
stabilised in branch KDE/4.2", then people who don't want to feel like 
outsiders will join in and do that kind of work.

The way I see it, we're only changing technical details, while the social 
ones remain intact.
