[PATCH] for kcontrol/dateandtime problem

hi, all. I find out that kcm_clock have some trivial problems out
there.  first is that kcmclockrc write to wrong place with bad
attributes.  and after you choose a timezone,
the display zone doesn't change accordingly some times. another problem
is that
time server list shouldn't be i18n'd, because kcmdatetimehelper won't
get correct
tzone parameter.
patch can be applied to trunk/KDE/kdebase/workspace/kcontrol/dateandtime.
anyone please notify me if got better ideas.
