[REVIEW] Moved kephal to kdereview

Hi!!
It's been over 2 weeks in review now... So i would love to go to the next step
if there are no objections!! :-)
The plan is to move this into base/workspace/libs/kephal
Should i talk to anybody in particular before i do that? Do i need to be aware
of any common pitfalls?
