RFC: moving libplasma to kdelibs

well, monday is actually going to work out better because i ended up having ~0 
hours for hacking this last week. unfortunately, i was supposed to be helping 
out with final API review and implementation that week.

as it stands, there's a couple minor bits of API work that remains, and i'm 
not going to get to them before monday comes around at this point. so the move 
is effectively pushed to then ..
