Spellchecking KCM

It was lost on r456703 [1] and nobody noticed until now :-S

I'm attaching a simple kcontrol spellchecking module that uses 
Sonnet::ConfigWidget to configure the default settings of sonnet.

It is so simple (10 lines of code) that i'm asking it to go in for 4.1 in 
kdebase/runtime.
