i certainly hope not. reverting code that's currently in seems really daft, 
unless it is unrealistic to stabalize it by the RCs. expecting every feature 
to be 100% complete is not only unrealistic, it will cause people to start 
reporting feature incompleteness as bugs just to route around such policy.
