system-config-printer-applet-kde in KDE 4.1

Seems to me that KDE 4.1 is in need of a print jobs viewer and a
config tool.  I have a port of Red Hat's system-config-printer-applet
pretty much ready which would serve as a good job viewer.  The config
tool isn't ready yet but maybe it could be if we worked hard at it.

One interesting issue is that its written in Python, which would
fulfil the goal to have non C++ apps in KDE.
