Editable script actions

Hi,

This new patch introduces a new ScriptingPlugin class which extends 
KParts::Plugin, and it's compliant with KXMLGUI features, i.e., no more using 
KMenu directly.
It's missing the edit script actions feature but that can easily be added if 
this patch is ok.
