RFC: move libplasma to kdebase/runtime

libplasma should go into kdelibs.
But we need to wait for Qt 4.4, the plasma sprint, and some stabilization
of the code.  

So a few more months in kdebase is necessary, but we should
definitely plan to have libplasma in kdelibs 4.1.
