Move KSystemLog to kdereview

Reminds me of my qualification process on my boat where I would sign all the 
signatures that required a CRA checkout (I'm the CRA) :)

(I'm just kidding though.  The prior CRA had to sign those signatures for me 
after I demonstrated sufficient knowledge. :-/)
