[PATCH] Make startkde work with not-default KDETMP and KDEVARTMP

I didn't want to share the temp directories, to be sure that no problem 
is caused by this issue. 
Even if I could, why do we have this variables if they cannot be used in 
a way I described (and like KDEHOME can be)?
I see no problem with this idea of create the directories if they do not 
exist.
