Closing the arts product in bugs.kde.org

Hi,

I intend to close all the bugs and wishes in the arts product under  
bugs.kde.org and close it for bug reporting. The one bug that is  
relevant to KDE 4 is about knotify, which I will move to the knotify  
component under kdelibs.

If you have objections to closing bug reporting for what is  
essentially a dead subproject now that KDE 4 is out, please speak up.
