[PATCH] KConfig: Rewrite globals only if modified

Right, I forgot to consider that *only* globals may be modified :)

In the new patch, I'm locking the local config only if changes in it are
detected, after the global config has been dealt with. Previously, the local
config was locked before the global was handled. They seem unrelated to me,
but...
