KDynamicSetting new class proposal

How about putting the class in playground where you can have revision  
history?  Then you can work on improving it, add autotests, an  
example and get feedback without having to continuously e-mailing new  
versions.  When it is in a e-mail thread you are probably more likely  
to feel pressured into getting it in the repository today before it  
gets lost.
