[PATCH] Allow application to use a website for documentation.

I really want to know what the documentation people and the translators 
think about this because at least I have no idea what implications this 
has. If the documentation people and translators think it's a good 
idea, great. If not, then this should be discussed before any changes 
are made.

BTW, doesn't Ubuntu do something like this already? Or was this just 
about translation?

Full ACK, though I'd prefer a solution where the downloaded content is 
cached and only updated if necessary.

And that's all that I'm asking for. But I'd prefer to have this solved 
before the patch is committed. Otherwise we risk nobody implementing it 
for KDE 4.2. And then we have a problem.

Anyway, that's just my opinion. If everybody else is cool with the patch
